Homeland Security
Following President Bush’s lead, South Carolina passed key reforms that give
the State Law Enforcement Division the ability and flexibility to prevent
terrorist attacks.
Drunk Driving
Drunk driving penalties were increased and the legal blood alcohol level was
decreased to .08. This reform frees up millions in much-needed federal funding
for South Carolina roads.
DMV Reform
Our new law will give South Carolinians 10-year driver licenses and dramatically
reduce long lines. It also provides for one-stop shopping so that when drivers
pay their car taxes, they can also get their plates and decals.
Predatory Lending
Regulates high interest loans to prevent unscrupulous lenders from exploiting
our most vulnerable. Creates tough penalties for those who abuse the law and
remedies for those who are taken advantage of.
Medicaid Funding
Despite budget shortfalls, Medicaid was fully funded. Working with Senator
Lindsey Graham, a combination of state and federal funds were secured to keep
our commitment to seniors.

As you know, it was a challenging year at the Statehouse. With budget shortfalls
we worked hard to make government do more with less, just like South Carolina
businesses and families have done.
And while things weren’t always easy, I’m proud to report we were also able
to make progress on issues like DMV overhaul and Medicaid funding.
Now that the legislative session is behind us, I’m asking for your help to set
priorities for next year. Attached is an issue survey. If you would fill it out
and send it back, I would personally appreciate it.
As your Senator, I not only want your ideas and input - I depend on them.
